shermann...i would phrase your observation differently....

the government has degenerated into a venue for self serving individuals....

the larger government gets....and as time moved forward, communications improved, and states rights have been channeled to the federal level, our "representatives" job has become more and more superfluous and the welfare of the nation has fallen by the wayside thru neglect....

therfore, congressmen represent nothing beyond their own self interest.....

so, i don't think it's the plan of government as an economic strategy....rather, it is the cumulative result of the antics of 535 people in congress plus a cadre of appointees using the collective power of the government for personal gain....deal making is an integral part of that personal gain....and, the tax code is used in over 50% of the deals (i read that somewhere recently).....politics is a career path...

but, again...it is not a "program"....it's unspoken....and, it's to satisfy personal greed....

oh, and, i believe the bailout was not intended to save banks as much as it was an entree into the bank(s)...pure encroachment.....inspired by the lust to control the $$$$$
