FWIW if this does occur (haven't read everything), IMO everyone should fill out the paperwork and file a claim. Although it may take years to settle....still worth a try.

It takes about 10 minutes to fill out the paperwork and less time to print out the supporting documentation (proof of purchase).

I recently received a check for 75% of my losses from a penny stock I invested in years ago that fraudulently went to big boards (when exposed, the stock crashed). I definitely didn't expect it so you never know.
