I don't know about that. In order for a person to use a drug, they need to have access to drugs. Stop the access to drugs, and the drug problem goes away.

Working it on the other side has proven to be nearly impossible, because even with interventions and rehab facilities, it is extremely difficult to stop a user from taking drugs, and even more difficult to keep them off drugs permanently. We obviously cannot fund such a program for every user out there, and in spite of all the programs we have for school drug education, anti-drug advertising, and government subsidies to drug recovery programs, it still hasn't put a dent in the number of drug users out there.

I can only conclude from this that stopping the source must be the better answer. But you're welcome to your opinion, and would like to hear how you would do things differently.

I don't know about this analogy. Not even a surplus in elephant demand would be a problem in the sense that drug use is a problem.
