It's not so simple. The drug war has been going on for decades, and if anything, U.S. drug consumption has continued to grow. I think the generally accepted solution has been to stop it at its source, rather than addressing the multitudes of destinations.

I don't think they are going after the farmers, per se. The solution should involve finding a trade that is as sustainable as the poppy fields, and that has not been easy. But it's still easier to address the problem at the source - in Afghanistan, Columbia, and other drug providing countries - rather than funding a police force to address every member of the urban population who's a dealer or user. The latter is just not feasible.
