I posted a link to the report earlier. The report says he was trying to get around the sanctions to make money. Using the OFF program to make money to stimulate the Iraq economy. It speculates that he might have revived these programs had he managed to do that in a couple of years. But actually gives very little background for that 'intention'. It even says Saddam didn't know that the scientists who kept the ealier reseach had kept it.

Perhaps the most idiotic point is that he wanted to go to war with Iran. (Then we could have gotten Egypt to supply Iran again and used the money to fight contras)
