they can't "get a few MMs"...

they'll have to get the info together described here:

to one, sponsoring MM to undertake a form 21l filing--which is a big deal (read the warning notice to brokerages at the bottom of the notice of suspension). Once it passes the comments period, the MM can make a market, and 30 days later other MM can "piggyback" on the original MM's 211 status.
