As Dew pointed out, authorized is not the same as issued. As Gfp noted a couple months ago, having shares authorized provides useful options. Why he no longer sees it that way is a mystery, since nothing else has substantively changed, other than there is now a defined timeline for deal-completion.

The idea of sending MV a "threat" that he'd better complete a deal 'or else' is pretty silly. His motivation to get a deal completed is not predicated upon successfully raising the share limit.

I agree that, if nothing goes right with the various events that are scheduled to occur (partnership, SA data), and the share price is no higher than it is now, that trying to raise money via a PIPE would be futile, and a sale of the company would probably rise to the top of their limited alternatives. I don't think that is where this is heading--but we'll all know in the next few weeks whether these events occur,and their effect upon the share price.
