I think what she is trying to say is that FTD's are normal which they are... and because she assumes the OS is really higher... this normal activity is causing the reg sho listing...

The issue is FTD's are normal. However FTD's that go beyond the T+3 period are not normal... and further FTD's can't go beyond the 13 days on the reg sho... So really this isn't normal behavior.

It's confusing as many assume this is a right given so it is a normal act... and they assume it then wouldn't be detected if the OS was higher... however the act is not normal if they aren't delivering their shares in T+3 ...
