STS has many existing/running multi million $ contracts and IMO many has already been awarded much before your Sept 30, 2009 and many will be awarded on or before Sept 30, 2009 and same is the case with EVRM.

We will be riding both EVRM and STS contracting vehicles, for which we don't have to wait for Sept 30, as explained above.

I guess flow of contract PR's will be an ongoing process for days/weeks/months once starts and IMO it will start any day.
