This time of the year could be interesting as the end and beginning of the gov't fiscal year. Two things can happen (probably more but these are more prevalent):
1. "Fall-out money" Where funded projects failed to used budgeted money so that money gets redirected. Fairly unlikely ZENG would see this money as it's usually gobbled up by idiots that swear they need new furniture. Deadline is usually by end of Sept.
2. New money for new projects laid out from the budget plan by Congress. This is where you see all that money for "Green Energy" incentives and all that good stuff. This pretty much happens in Oct but dependent on spend planning can go throughout the year.
Just my 2-cents but it is getting to be that time of the year.
