when shelby applied for the government grant i beleave that was the end of private placements. sheffield finance was doing most of the pr work, ueec was just another buyer. when sheffield came up with most of the cash and chris came in with the means to take this public they didn't need ueec anymore. i think the pot shrunk and greed probably crept in amoung sheffeild, chris and shelby. the next big move will be matching funds and the public made aware of it, then chris files and a star is born.
