WASHINGTON (Dow Jones)--U.S. President Barack Obama will mark the one-year anniversary of the collapse of Lehman Brothers Inc. by calling for changes to financial regulations to guard against another market meltdown, White House spokesman Robert Gibbs said.

Obama's speech Monday on Wall Street will highlight how the economy has stabilized since the fall of 2008 and urge an overhaul of financial regulation, so "what happened a year ago never happens again," his spokesman told reporters.

The president's remarks will focus on the need for Congress to act on a regulatory overhaul, which Gibbs said "can't wait."
