Being a poor communicator would be not being clear about what you say you're going to do.

But you still DO IT.

Saying you're going to do something and then NOT DO IT, just makes you uncertain, unable to make a good decision the first time, a poor administrator, someone who can't think things through in their head, etc, etc...
