I have a friend in Magadan, out in the "bush" today as he calls it. He deals with most of the mines there, he will be able to tell me who owns these mines. If we own them, then we can expect a return on our investment. If they fail to share then we get the SEC and the consulates involved, they shoot people in Russia for cheating people. Sure lots get away with it, but lots don't too. It is very embarrassing for Moscow to have small time guys in Magadan ripping off Americans.
