Bush has granted asylum to Chechen terrorist, Akhmadov, and the United States is okay with the creation of a government in exile in Washington by the Uighur minority group who refer to their homeland as East Turkistan.

Both the Chechens and the Uighurs are backed by Bush and are with al Qaeda.

"Foreign Minister Tang Jiaxuan said during the APEC summit in Shanghai that the Al Qaeda had even sent some of the East Turkestan terrorists to fight in Chechnya.

The United States, who has a history of aiding Islamic opposition groups, has granted asylum to Ilyas Akhmadov, the foreign minister of Maskhadov's opposition government, leaving him free to pursue diplomacy aimed at winning international support for Maskhadov's Republic of Ichkeria.

Basayev is still working with Maskadov who is still working with Akhmadov who has been granted asylum by the United States.

There is incontrovertible proof that Chechnya’s former president Aslan Maskhadov and warlord Shamil Basayev organised the terrorist act in the North Ossetia city of Beslan, the press service of the North Caucasus regional operation centre said in a statement faxed to Itar-tass on Friday.

“Maskhadov and Basayev designed in close cooperation this criminal act against little children, teenagers and their parents in Beslan,” the statement said.

Moscow also claims that there are still Chechen “terrorists” in Georgia’s Pankisi Gorge, on the border with Chechnya.

Pankisi, once a haven for Chechen guerrillas - and some even allege al-Qaeda fighters - has been bombed by Russia in the past.

The claims of responsibility by a relatively unknown terrorist group for the downing of two airliners on 24 August and a suicide bombing outside a Moscow subway station on 31 August have fuelled speculation that, for the first time, Russia is being targeted by an international terrorist organization aiding the Chechen cause.

Following the air catastrophes that killed 89 people, a group calling itself the Islambuli Brigades and claiming to be associated with Al-Qaeda claimed responsibility for the twin attacks in a message posted on the Internet and dated 26 August.

China has protested to the United States after members of China's Uighur minority group announced the creation of a government in exile in Washington.

Chinese Foreign Ministry spokesman Kong Quan said China considers a number of Uighur separatists, who refer to their homeland as East Turkistan, as terrorists. The mostly Muslim Uighurs are the dominant ethnic group in China's western region of Xinjiang.

China claims some 1,000 Moslems in its far western Xinjiang region have trained with the al-Qaeda network of Saudi militant Osama bin Laden, United Nations High Commissioner for Human Rights Mary Robinson said on Friday after talks with Chinese leaders. Robinson said she raised the issue of China's intensified crackdown against Uighurs during talks with Chinese President Jiang Zemin and Vice President Qian Qichen.
