I could agree with that statement...

or people close to the insiders.

If one presumes the SEC concerns are being addressed and will be resolved, then it is reasonable to expect the PPS to slowly move back up over time.

Imagine if they get everything resolved and back onto the OTCBB and start making some announcements about Noble.

Like it or not, this still has great potential.
