They are what is known as an "ODM", or Original Design Manufacturer. They create designs for other OEMs. I believe Quanta sells to big names like HP, but that doesn't necessarily mean that their TMTA design will sell to HP. Like other Taiwanese ODMs, Quanta sells heavily into the Asian markets, and if TMTA is willing to sell their processors for cheap, there will be people willing to buy it.
