I thought we were discussing Zenergy here. Zenergy announced a retirement of shares it had allocated to later sell to the public (or use as payment for IRP and promotions.) They filed a form with Delaware - their new home State. They kept 200 million more for this purpose they can sell at any time.

Since, Zenergy can add NEW A/S back again by just filing another form, I say fluff. I think it would have been more substance if Mr. Luiten had just informed shareholders he would NOT place any new shares for sale. That would have been meaningful and not just give the appearance of substance.
