It's not a new argument it is the same old tired argument that is ignored by all the pumpers.

the FTD (Failure to Deliver) list accounts for every unsettled share in existence at the time the list is published. That is the definition of "Failure to Deliver'. Every share that has not settled within the three day window that is allowed by the SEC.

Most shares settle within three days, some do not. If they take longer than three days they are included on the list. Once they settle (four days, five days whatever) they are removed from the list. If there are a million shares on the list there are a million shares currently unsettled. If half of them settle the next day and no more are added the list has a half million shares on it. If none settle and a half million more shares do not settle then the list would be 1.5 million.

It is simple, it is cumulative, you can't add the days totals together. Here read your own reference and see what unscrupulous people do with this list.

2. I read on an internet chat room or website that a specific security has a large number of fails; are these sources reliable?

Investors should always be cautious that issuers, promoters, or shareholders may be seeking to stimulate buying interest by making false, misleading or unfounded statements in internet chat rooms or other such forums about alleged large naked short positions in some smaller issuers, particularly those trading on the OTCBB or Pink Sheets. Some individuals may encourage other investors to buy these issuers' securities by claiming that there will be an imminent "short squeeze," in which the alleged naked short sellers will be forced to cover open short positions at increasing prices. These claims in fact may be false.
