Step back and re-read it again.

The more you make, the cheaper you can make it. It would be great if you can claim that in gross margin. But CHID's competition out bid them by passing the savings to the customer.
You have to have the orders to get scale. Yes you need capacity. But what's harder to get? Orders or capacity? Think about it. Are they land locked? Are they unable to hire more rocket scientists? No, they did not have the orders to beat the competition.
