Sounds to me as if the DOJ isn't happy that Mangiapane is representing himself, and are afraid that he may pass discovery material around to everybody and his Aunt Sally.

This agreement would mean that he can't show that stuff to anyone at all. That may force him to hire an attorney, which I'm sure would be a relief to everyone else involved in this case.
