Once again cash you fail to comprehend the use of words in the english language. Time check some definitions.

will - a fixed and persistent intent or purpose
have - possess, either in a concrete or an abstract sense

Now I know it is hard to define these words strictly by the definitions alone. Let's use a little context to help you out. I'll use the sentence, The company "will"(intention) reduce the a/s to 900mil. Not The company "has" reduced the a/s to 900mil. Starting to see where your getting this words confused. It's cool though a little more practice I "have" a feeling you are almost there!
