I was able to short through Schwab. Actually I guess that is not entirely accurate. I sold shares of PTRZ under the pending corporate event of a name change that would be completed by settlement day, but the TA didn't settle any trades so remained short. Similar to selling shares and delivering the certs by settlement day. That resulted in me having a short position but it was under the guise that it wouldn't take 2 months for the corporate action to be finalized. Eventually Schwab halted trading for all customers I imagine partly due to my actions.

When the exchange was finalized I that covered my short and I know have the cash in my account.
