No, Geo it doesn't have to be about a company and probably isn't. It's a line item budget justification. It's not the same division of the DTRA as the one Peregrine received it's grant from. If you read the document it sounds like it will go toward multiple projects/entities. People can believe what they want whether there's any logic or reasonable rationale or not...so sure, it could be about PPHM. Or it could be about a thousand other companies or none at all.....
