When Jo Schmo puts in an offer, the ask has to come down to his offer in order to fill. when using the ECN you put in an offer at the BID and in a sense become the same as a MM. Your Bid will fill at the BID and not the ASK.

Zeev's trades are a perfect example. His broker trades through the ECN. That is why you see Zeev often filling at the low for the day.
