It's one thing to vote against the funding because of accountability, but quite another to vote against the funding out of spite and political grandstanding.

And I think it's safe to say that war is unpredictable to a large part, and being able to specifically say where money will go and how it will be used is probably pretty difficult. I agree with the comments from your post though about accountability for money already spent.
