Dilution is placing shares into the market which had not been there before. That is what happened when the "founders" shares became publically traded - 300 MM new shares in the pot that before last week had been only 11 MM shares.

The effect is to pull the PPS down - that is unless you have a massive hype campaign about rumored big deals if just wait for a couple of weeks for the SECRET PLAN management has under wraps because... (of what?)

Sure. Maybe a PR Monday, next week, two weeks.. soon.
There is no reason to be waiting if there is something to PR. And a good reason to be anxious if there is NOT something to PR.
