IMO gap-filling in technical analysis is often mumble jumble. There is an implicit assumption that the price prior to the gap jump-up is the "right price" and therefore the gap will be filled. However when there is a significant fundamental change then the new level may in fact be the right level and the gap has no reason to be filled.
