Sorry but you are incorrect. American south West Music Distribution was a Delaware corporation with a publicly traded stock called ASWD. It is not clear how but someone (Owen Hawkins is the CEO) got control of ASWD and changed the name to Petro America also a Delaware corporation that now trades as PTRZ.
So really ASWD just changed it name to PTRZ. There has been no reverse merger of anything at this point.
The TA has will not process anything for PTRZ up to this point as Continental Transfer the TA is awaiting an opinion from Petro Americas legal counsel on whether or not the existing ASWD share holders stock will need to be restricted or not. This is necessary because Petro America Delaware is not registered with the SEC. It is not an exchange issue but between the TA and the company.
Until this is resolved with the TA no certificate for the ASWD shareholders will be exchanged for new PTRZ shares.
So in reality all of the buying and selling of PTRZ shares none have settled and it still could all be reversed and canceled.
So no reverse merger has yet occured and there was no mistake by nasdaq as they don't have anything to do with the trasaction.
