Where it starts to cross the line though, is when you take over the mod position, fill up the assistant mod positions with your 'crew', revamp the iBox to show only the positive side of the story, utilize mod-given sticky notes to set the tone of the board, use mod power to delete naysayers' posts, bury any deleted post restoration with pages of 'GM', 'Weee', 'Smack dat ask', 'L2 is thin', and the like.

For now, the SEC seems content with going after those who go the extra steps to include wash trading, money laundering, moving monies offshore, and phony S8 consultant shares.
