The reason Bush is not considered a flip-flopper, is that his ideology will never allow him to "admit" he is wrong despite the evidence to the contrary.

As in Iraq, he may change the reason as to why we invaded, from looking for WMD to liberating the country from a tyrant. But wrong, no.

Same with the deficit. Though he has effectively bankrupted the country for years to come he'll contend that is a good thing. That the tax cuts and spending are in effect a good thing. Even though the spending and increases in gov't have laways been contrary to the republican platform.
