I was wondering since the word now was used that there has been a change like the global lock has been lifted.

If not then catch 22 comes into play. We had an mm but the DTCC wouldn't clear the trades. An mm can be put in place pretty quick with the appropriate clearance for trading, but if the DTCC doesn't get its foot away from the door the trades won't be cleared and back to square one.
