everybody must think that the ukrainians, germans, russians, poles , arabs and chinese are smarter. they learn english. first generation

so if you want to keep a minority down, do it the heartfelt way.

tell them you are nice, make sure they cant interact with the mainstream, and do everything you can to retain cultural characteristics that prevent, delay or resist integration into the mainstream. teach them in spanish not english. give them spanish books. explain to them that a Korean's Tofel score which is higher than theirs just reflects better education and that it is the gringo's fault. or maybe the Korean is just smarter. but you cant say that, that is racist. almost as racist as having spanish street signs, legal documents and school teachings in Spanish. I think you should teach schools in black english next. then louisiana creole. then we could add to the subgroups of quasi americans

do you have any other rational argument as to why spanish speaking people are treated differently than every other immigrant group that has come to the USA? or is it that 85% of the spanish kids in school are actually illegal anyway and have no intention of actually being Americans

by the way, I see no reason that Kurds should not be taught in Kurdish since in northern Iraq 85% of the people are Kurdish. But it will serve to prevent integration into a greater Iraqi society. the french canadians have sort of done it ok
