Uh not exactly. SEO could chose to sell his shares to anyone he choses at any price they are willing to pay and he does not need to get anyone's approval to do so, not even the US government.

This would basically put the new owner in charge of the company much as SEO is now. I guess we "little" shareholders could do the same thing, but I don't think anyone is going to be knocking on our door to do so.
