Here's something to ponder, today Medicaid has an estimated 46 million enrollees with an estimated yearly budget of $248 billion dollars.

You now are proposing a much better system and enroll 45 million new people for how much more? You gotta be kidding.

First of all the existing 46 mil medicaid patients will have to be upgraded and then add another 45 million.
