We may not like it but if a person, org, company, or whatever has the financial ability to move the SP to their advantage (whatever the reason) I don't see where anyone can find fault. If they find a large oil company was affecting the SP to build a long term position I don't see what could be done to them as I would do the same thing in their shoes. Don't like it as a small investor but money talks.
MM's doing naked short sales with no stock to back up such sales is the only situation I can think of that should require criminal penalties for such actions.
