Actually the repub controlled congress was stronger under Bush's years. So you have to wonder how the Repub controlled congress turned a surplus to the largest increase of deficit the world has ever seen as well as creating the biggest increase in big government. So the difference wasn't the congress after all. The difference was Clinton who presided during the best 8 years our country has ever seen versus a republican POS traitor Bush who drove the country into the ground in every area and way possible.
