If anything, I'd think the latest release is more "speculative" sounding with phrases like "when successfully executed" and "subject to the pressures of the economic markets and the regulatory time line in many export markets", "is now clearly underway" and "potentially huge".

The September 08 PR announcing the Israel deal also stated - "Pixel has placed its first order under the Agreement, which calls for approximately $1.1 million in Company products to be produced immediately and shipped by December." The subhead in the DA PR in fact was "FIRST $1 MILLION IN ORDERS BEING PRODUCED FOR DECEMBER SHIPMENT"

Certainly sounds to me like the deal was commencing then, which apparently, it was not.
