Well of course their is, or we wouldn't even be taking about 'SEC Charges Eight Participants in Penny Stock Manipulation Ring'.
Many of the posts and the core of these discussions concern the ABUSE of that POWER that lead us to where we are now.
In one ADMINS case he "COULD and he DID".( allegedly, for those who wish to believe the charges aren't true)
Just because you wouldn't take a bite of the apple, kick someones dog, or read PMs, don't assume others aren't doing it. If it can be done, i have no doubt that some are doing it. but just MHO
