Here's the rates for mortgages from the piece you referenced.

I think I have already seen 15 year mortgage rates as low as 4.375. Since they are talking ten year, above we are not far off it not right on where the Japanese were then. I still find it hard to believe that "long term" (over ten years) rates got down to 1%.
