Since the Swiss provide universal healthcare, I'm thinking that they may sell drugs to their own system (government), or to another European country, or maybe an African one that then doles out the pharmaceuticals. Would I be on the right track?

Patients with hypertension certainly buy their drugs.....and I could use some Diovan at the moment. lol

I'm still confused about what you are calling an end-user. But on a side note, I'll post the pharmaceuticals they have....
