If you are driving down the highway and pass an accident where people are in need of help, are you forbidden from stopping at the next and more serious accident and rendering assistance?

Under your code of rules, not stopping at the first accident invalidates your right to stop at the second. I can only conclude that you must have been a passenger in the vehicle of the at fault party of the second accident!
