Jong not sure what you mean/trying to ask so I'll just reiterate what I was saying a bit differently k.

China is booming & requires oodles of cement but China's govt has mandated the provinces to go around to all the backwards capacity/outdated small scale cement plants and close them down ok.

The goal is to have far less cement plants by 2010 with the cement operations that survive the sweeping closures to be far more modern/efficient & green friendly k cheers:)
