Etrade refuses to allocate CCON shares. Corporate Actions claims that Etrade instructions from the Depository Trust say that the shares under 100 are based on "participant" which means they count Etrade as an entity and it is based on total amount of shares Etrade had prior to the reverse split, not the customer.
