That is a very inaccurate statement. Neom as been awarded a substantial number of patents outside the US. Nearly all of these mirror the patents awarded in the US. The patent applications were submitted under the authority of the Paris Conventon, a treaty adhered to by about 130 countries, which helps those who wish to obtain patent protection in more than one country. The Paris Convention allows patent applicants a period of 12 months from their first filing (in their home country) to file subsequent applications in other countries for the same invention.

Also there are other treaties (esp. the WTO's TRIPS agreement) that have the effect of creating an international legal environment (the WTO has some 150+ countries as members, inclding all of the EU, Japan and China) that enables US patent holders to enforce their patent rights abroad.
