Fact: permit to operate water is delivered by Federal Department of Resources and it might takes from 18 month to many years to get. You need to be connected or die. 'Naya' the big one in Canada, had problems to get more water at somepoint as they missevaluated the source in Mirabel location. They used their lobying in Ottawa to continue to operate. I know another guy lost his shirt to get such permit. never got it and It is just not done overnight! He had no connection.
'Spring water readily available from over 50 sources in Quebec right now' As far as I'm concern, AQUI market Water with less than 200 part/Milion dissolved particules. Out of the so call 50 ones a minority for sure got that purety.(Average is more 400 P/M) and are sell at Costco for 4$ a caisse. Not the same taste, I can tell! Not the same market.
If you go and subcontract everything in Quebec and ship it in Asia, no money will be left over. How many companies tried that and went belly up? A lot.
