It sounds like with the ARRA bill giving some relief to the economy, and with the CA budget problems burdening you with more taxes, you feel like you're breaking even in the end.
That doesn't imply that the bill has no effect, since without the bill, your state would still have budget problems - and higher taxes. Sounds like you would prefer breaking even instead.
