I can now see where you got the math.

However, the spending part of the bill is only worth $355B, and only a portion of that is actually in the form of paychecks, as opposed to goods and raw materials that will also need to be purchased.

$288B of the bill is in tax relief, in large part to please the Republicans, such as the changes in AMT (yes, part of the bill was indeed bi-partisan, and I bet Rush didn't tell you that). Another $144B is in state relief, so that states like California can survive for another year or two without having to lay off most of their state workers, or end vital services.
