Uptick rule is silly these days. There are so many different
ways to short, and the market makers have to operate
efficiently, or we'll see more volatility. Derivatives are
the tail that wags the dog - your order gets filled quickly,
no uptick rule there, just short the heck out of the futures
and "put" the markets away.
