Especially due to current extreme circumstances i would not state that with so much certainty albeit a very defendable position.

We shall see, you see the market moving prior to it anyway... its a given now, BIO's position is known, which would be the extreme one end.

Therefor the borders of future parameters are roughly known, despite no final legislative wording it, still workable for planning production/acquisition etc in 2009. (as allready partially witnessed)
